ArmInfo. The Madrid principles and all other documents on the settlement of the Karabakh-Azerbaijani conflict are not an imperative until they are accepted by all parties, Spokesperson of the President of Artsakh David Babayan stated in a conversation with the correspondent of ArmInfo.
"The Madrid principles can not be an imperative and given the fact that Stepanakert did not take part in their development, it is just a set of the proposals by the co-chairs and the parties involved in the negotiations. However, the mediators themselves have repeatedly said that they are only arbiters and do not intend to impose on the parties any decisions, "he said.
Speaking about the negotiations in general, Babayan noted that two processes should be differentiated: "The first one is aimed at final settlement of the conflict on the basis of signing the corresponding document, but this is possible only in case of full-fledged participation of Stepanakert in this process. Obviously, one should not expect progress in this process taking into account Azerbaijan's maximalist policy, which constantly threatens to start a war not only to Artsakh, but to Armenia as well. If Azerbaijan withdraws such a policy and realizes that there will never be a return to the past, that Artsakh will never return into the borders of the former Nagorno-Karabakh Autonomy, possibly, certain progress will be registered in the talks. The second process is aimed at maintaining stability in the region. And in this issue meetings between Armenia and Azerbaijan's representatives even not at the highest level play significant role, " Artsakh President's Spokesman said.
Talking about the possibility of resumption of military actions at the background of Baku's military threats, Babayan noted that it is one thing to threaten and totally another to bring this threats into life.
