ArmInfo.The Russian Interior Ministry offers to issue a residence permit, bypassing the stage of a temporary residence permit, foreigners who have close relatives in Russia or were born in the RSFSR and had Soviet citizenship, said First Deputy Interior Minister Alexander Gorovoy, RIA Novosti reported.
In late June, the Kremlin website reported that Russian President Vladimir Putin instructed the Ministry of Internal Affairs and the Ministry of Labor to simplify the procedure for granting residence permits to foreigners who know Russian and want to work in Russia. The deadline for completing the assignment is August 31, 2018. The head of the Ministry of Internal Affairs Vladimir Kolokoltsev and the Minister of Labor Maxim Topilin are responsible. According to Gorovoy, the ministry is ready to bring this bill to the government by August 31.
"While drafting the president's instruction, we propose: to foreign citizens who have close relatives in Russia or who are born in the territory of the RSFSR and who are citizens of Soviet Union, to issue a residence permit, bypassing the stage of obtaining a RWP," Gorovoy explained at a meeting in the Federation Council devoted to the improvement of the migration legislation. In addition, the project assumes the condition of temporary residence to issue a residence permit to highly qualified specialists from abroad who carry out activities in Russia not less than six months before the day of application.
Currently, foreign citizens who have been granted a quota approved by the government of the Russian Federation can obtain a temporary residence permit. Without taking into account this quota, some categories of foreign citizens, in particular those who have children or Russian parents, can obtain RVP. The number of such persons in 2017, according to Horowiy, was about 30 thousand people - 10% of the total number of foreigners who received RWP. In total in 2017 issued about 304 thousand permits for temporary residence. Mostly we are talking about citizens of Ukraine (over 30%), Kazakhstan (15%), Tajikistan (14%), Uzbekistan (12%), and Armenia and Azerbaijan. Also, without allowance for quotas, temporary residence permits can now be obtained by foreigners born in the territory of the RSFSR or Russia. In this category, in 2017, 18,000 such permits were issued, half of which are for citizens of Ukraine.
