He noted that the Electoral Code has a number of shortcomings, in particular, on the provisions governing the procedure for holding early elections. He also stressed that the working group proposes to completely abolish the rating system of elections. "The issue of changing the system of elections to local self-government bodies is also being discussed," the expert said.
As for the innovations in the draft IC, Ioannisyan stressed that one of the mechanisms discussed for eliminating double voting is fingerprinting using colorless ink. The next innovation is that from now on the voters will not have to make a pen in the ballots: "It will be sufficient for the voter to put a ballot in the envelope with the name of the political force he elects."
