ArmInfo. When initiating the Constitutional reforms there were no personal considerations. Prime Minister of Armenia Serzh Sargsyan stated this in an interview with the "Shant" TV channel, answering the question whether the Constitutional reforms are not the cause of the protest actions, since people assume that these reforms were implemented so that Serzh Sargsyan actually continued to direct country.
"I have explained many times that I did not have any personal claims when I initiated the Constitutional reforms, if this were the case, the international structures would also express their dissatisfaction with such changes, but we all witnessed that international structures - starting with the Venice Commission and ending with the Council of Europe - reacted very positively to such changes, these changes were aimed at the development of the country, "said Serzh Sargsyan, adding that he had already explained this to H tional Assembly of Armenia, noting that in the early days of our statehood was necessary to change the form of government from presidential to parliamentary.
"This is due to the following approaches of our citizens: they are more afraid of chaos and anarchy than of the scope of presidential powers. Some time has passed after the changes in the Constitution. These changes have not completely established a balance between the branches of power, while in the branches of power there must be a balance In the end, what we have achieved with the help of the Constitutional reforms: we announced that the National Assembly is the key body; secondly, the National Assembly forms the government and it is the Parliament that controls the activist We have also announced that the judiciary system and courts are independent and must be accountable exclusively before the law. Finally, the President of the Republic is the head of state, he is impartial in his activities, guided exclusively by national interests, does not participate in any of the three branches of power and monitors compliance with the Constitution, "the Prime minister said.
According to him, two or three years ago it was difficult to be 100% sure that the RPA will get a majority of votes in the elections and will offer him to become a prime minister. At the same time, he stressed that from the first days of independence of the republic all political forces demanded a change in the system of government in Armenia from the presidential to the parliamentary one. "In the end, the moment will come when the overwhelming majority of our citizens must comply with the requirements of all laws and, first of all, the requirements of the main law - the Constitution, and demand from others the implementation of this Constitution and laws," concluded Serzh Sargsyan.
