In a country like Armenia that has transferred to a parliamentary form of government, where the ruling party plays a big role, the presence of a shadow leader in the person of the head of the political power in power is unacceptable. Serzh Sargsyan, a candidate for premieres, announced this today from the rostrum of the National Assembly of Armenia.
"It is unacceptable in a country like Armenia to have a shadow leader in the person of the head of the ruling party who would de facto rule the country, but de jure would be freed from any responsibility that falls on the shoulders of the authorities." That is why I decided to agree to claim to the post of prime minister, "Sargsyan said, adding that he has enough resources and influence to ensure the effective work of the ruling party in the executive and legislative branches. "I have enough support of the ruling party to ensure the further development of the country," Sargsyan assured.
He further explained the logic of constitutional reforms in Armenia, stressing that with the transition to the parliamentary system of government, a balance was ensured between the powers and responsibilities of the various branches of government. According to him, in Armenia at the moment domestic political stability reigns.
In case of his election as Prime Minister, Sargsyan promised to implement the program of the ruling parties of the RPA and Dashnaktsutyun with some adjustments based on the current realities. Priority, he said, will continue to be given to security issues, the country's economic development, army construction, and the solution of demographic problems. Sargsyan paid special attention to the problem of migration, saying that it is a bleeding wound. "Of course, this problem exists in other even very developed countries, but due to our small number, it is especially painful for us." It may be that somebody will guard our borders, but we will solve all these problems, "he assured, stressing that all these issues will be more fully reflected in the program of the new government, which will soon be submitted to the parliament, and an expert group is already working on it.
