ArmInfo. Deputy Foreign Minister of Armenia Shavarsh Kocharyan is convinced that today it is impossible to talk about the progress in Nagorno-Karabakh settlement.
Answering the question about whether today negotiations are under way to transfer 5 regions controlled to Artsakh to Azerbaijan, in particular, he noted: "Today the negotiations are conducted in two planes: to create conditions for ensuring the continuation of the negotiation process, and then to make progress on them." And for this, in his words, it is necessary to create an atmosphere of trust. "The confidence is that the parties do not shoot, that's why the issue of creating mechanisms for investigating incidents in the front line and expanding the mandate of the office of the Personal Representative of the OSCE Chairman-in- Office was raised. Today, it is impossible to speak about progress, since Azerbaijan refuses these agreements," Kocharian said. He also assured that there is no talk of territorial compromises today.
Kocharyan did not answer the question about who will represent Armenia at the negotiating table after April, this year. He only urged not to hurry and be patient.
And on the issue of expanding the powers of the Secretary General of the Ministry of Foreign Affairs in opposition to ministerial powers, Kocharian in particular said: "The powers of the secretary will expand, but this is not done in order to create a counterbalance to the Minister of Foreign Affairs."
