"From this point of view, US policy is different: Washington, on the whole, has a more multilayered, multi-level approach to external relations, which is conditioned by the independence of the Congress, and the possibility of congressmen to express opinions that differ from the views of the White House, and, therefore, in some so, from this point of view, the United States conducts a more flexible policy, "Shavarsh Kocharyan said.
