The corresponding draft law "On the structure and activities of the government" and amendments to the package of related laws were adopted at the meeting of the National Assembly of the Republic of Armenia on March 7 in the first reading. According to Justice Minister David Harutyunyan, the new government of Armenia, which will be formed in April this year, will consist of a prime minister, first deputy prime minister, two vice-premiers and 17 ministers against 18 at present.
The Ministry of International Integration and Reform is to be disbanded. The new government will be formed within 15 days after the appointment of the Prime Minister. After the appointment, the prime minister must present to the president the candidacies of vice-premiers and ministers within five days. The president either immediately appoints ministers, or appeals to the Constitutional Court, which must confirm the compliance of the candidate for this position. The government is considered formed if at least two- thirds of cabinet members are appointed.
A member of the government assumes office from the moment of promulgation of the decree of the president. The appointed ministers will take an oath in the presence of the president in his residence. The government's sessions will be held in closed session, which, according to Harutyunyan, will enable members of the Cabinet of Ministers to conduct frank and interested conversation on various issues. The provisions concerning the quorum in holding government meetings, including those in martial law, have also been established. The agenda of the government meetings is published at least one day before the meeting. There are also cases when the prime minister must file a resignation, in particular when he lost the citizenship of Armenia or acquired the citizenship of another country.
"The situation is coordinated with the resignation of the prime minister, for example, when the head of government does not present the required number of candidates for forming a Cabinet within 5 days," the main speaker said.
