ArmInfo. As soon as Azerbaijan feels itself strong enough to solve the Karabakh conflict by military means, it will start offensive actions. This opinion was expressed today at the press conference by the director of the International Center for Human Development Tevan Poghosyan.
"As soon as the Azerbaijani leadership feels that there has been at least some kind of backlash for a new military adventure, it will go to it," he said. At the same time, the expert stressed that the only way to avoid such a development of the situation, or to impose the will of any third countries in the resolution of the Karabakh conflict is the construction of two strong Armenian republics. According to Poghosyan, the emphasis here should be on establishing state institutions and carrying out democratic reforms. "We are behind in almost all directions of state building, the only exception is the army," Poghosyan said.
He also stressed that Yerevan should give an adequate answer to every new militaristic statement of Baku. "I can not specify now which one, but such that Baku feels pain, so that once and for all he will not be able to continue to speak with such threats," the expert explained.
Another important step in the way of building a strong statehood, Poghosyan considered encouraging repatriation. "And for this it is necessary to create an atmosphere of justice," he explained.
