The Minister of Justice David Harutyunyan stated this at a press conference on February 20, commenting on the point of view of a number of experts that the 4th president of Armenia should be elected through direct elections, since the corresponding article of the Constitution providing for the secondary presidential elections has not yet entered into force .
The Minister noted that transitional articlesfull occupy an important place in the Constitution, which correct and supplement this or that article. So, 211 transitional article says: elections of the 4th President of the Republic must pass in the order established by Article 125 of the Constitution, not earlier than forty days and not later than thirty days before the expiration of the powers of the President of the Republic. "Indeed, 125 articlesfull will come into force only on March 9, however, the transitional 211 article corrects this point.Therefore, the election of the 4th president should take place in the National Assembly of Armenia," the minister explained.
Note that the election of the 4th President of Armenia is scheduled for early March this year. The ruling Republican Party put forward the post of RA Ambassador to Great Britain Armen Sargsyan, the opposition bloc "Elk" intends to make a speech with his candidate - deputy Artak Zeynalyan. The National Assembly elects the president for a period of 7 years. The President of the Republic is elected a candidate who received at least three-fourths of the total number of deputies in the pen tour.
If the President of the Republic is not elected in the first round, then in a ten-day period new elections are held, in this case the eligibility for election is reduced. Details of the procedure for the election of the President of the Republic are established by the Rules of the National Assembly.
