ArmInfo.The Republic of Artsakh has always supported initiatives aimed at strengthening the ceasefire regime, and has repeatedly made various proposals to reduce tensions on the contact line with Azerbaijan. Said Artsakh Foreign Minister Masis Mailyan on February 19, summarizing the activities of the department in 2017.
He added that Stepanakert always proceeded from the understanding that these steps should not be formal or declarative, but should make a real contribution to stabilizing the situation on the contact line. The Artsakh Foreign Minister stressed that the same approach applies equally to the proposal to expand the office of the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk, which should not be limited to a formal increase in the number of staff, but should include increased monitoring capabilities of the office.
"The implementation of this proposal will be an important step in the right direction, however, only increasing the staff of the Office and increasing its monitoring capabilities is not enough to ensure stability and predictability on the contact line. Initiatives to strengthen the ceasefire, in particular, the proposal, agreed in 2011, on the mechanisms for investigating incidents, the practical application of the agreement reached by Azerbaijan, Artsakh and Armenia under the auspices of the OSCE on February 6, 1995. The agreement contains a whole complex of significant measures to stabilize crisis situations," Mailyan concluded.
