The presidential elections in Armenia will be held on March 2, the parliament deputies, in which the majority of the mandates belong to the Republican Party of Armenia, will elect the president. And the new president will appoint a new prime minister from the same RPA. "Armenia is not an exception among the countries of the post-Soviet space where external control is established, Belarus was the only happy exception and Russia is gradually becoming that, and Armen Sargsyan is a qualitatively new stage of Armenia's external governance. Sargsyan's arrival to the post of president is perceived by the analyst as the transition of Armenia's external governance to a qualitatively new level of direct government. According to his forecasts, Armen Sargsyan will come to Armenia not just one, but with thousands of graduates of English and Western universities, members of the "Association of Graduates of English Universities" invisible but influential in Armenia. In the opinion of the analyst, conceiving the reform of the Constitution for himself and in his own interests, Serzh Sargsyan was guided by his own local thinking. According to the RA CEC, in a referendum on December 6, 2015, 66.2% of citizens voted "for" making amendments to the Constitution transforming Armenia into a parliamentary republic, in which the real power will be concentrated in the hands of the prime minister. The new president will be deprived of levers of influence on foreign and defense policy. The armed forces will report to the Minister of Defense, and the functions of the supreme commander-in-chief are assigned to the prime minister during the period of military operations. The main candidate for the premier's post from the RPA is its leader Serzh Sargsyan.
