"A very commendable and necessary  proposal for all of us, but a total of 180 programs were submitted,  of which only 108 reached the stage of discussion, 58 of them were  approved by the government, but later those people who submitted the  programs refused 44 developed by them What does this mean? Means that  the government has given you the opportunity to work, get help, but  on the condition that you have programs that your communities can use  your abilities to create and execute programs. But what happened as a  result, we talked so much, so much work, and around 14 programs will  agree that it is primarily your fault, and not the government needs  to pay attention to these issues ",  the president said. According to  the head of the republic, Armenia "as the air requires success  stories." "If we have five, seven, ten successful programs in each of  the marzes, believe that next year, next year they will double and  triple next year," he said. Serzh Sargsyan called a good idea the  initiative of the Ministry of Territorial Administration and  Development on the appointment of communities responsible for  economic development programs. "It does not mean that community  leaders should lose all responsibility." It is clear that we should  work separately with the private entrepreneur, and we will work with  pleasure, but community development programs should be born first of  all on the initiative of the communities, "he said.  The President  noted that in the long term, success is achieved by those programs  that connect communities with global value networks. The circle of  beneficiaries of the programs being implemented, according to Serzh  Sargsyan, can be substantially expanded through the improvement of  town-planning standards, rules for building and managing real estate.  "If in a few words it's more clear to say, I will give as a concrete  example our activities over the past 2-3 years in connection with  membership in the Eurasian Economic Union." Of course,  if we have hundreds of thousands of rural households that produce  small quantities and poor quality products, this presents certain  difficulties. According to the head of state, Armenia has become part of this large  value chain, we have become part of the 170 million market, and we  should take advantage of these opportunities. "I think that in the  foreseeable future we will also have an enterprise that will try to  unite the capabilities of these small rural farms, agreeing in  advance and buying from them their products and exporting under a  common brand to other markets," the president said, expressing hope  for that the possible financial instruments presented by the Central  Bank will give you an excuse to develop and present new initiatives.  "A good example can be contagious in a good sense, I think that the  Central Bank can implement a retraining program to provide the  community with innovative approaches to financing and achieving a new  quality in implementing community development programs," Sargsyan  said, urging the head of the Central Bank to be more proactive.

According to Serzh Sargsyan, if there are initiative and clear  programs, the Central Bank can provide consultations at an initial  stage to make investment programs representative for investors.  "Communities themselves must first of all strive to create  appropriate opportunities, here, of course, we will draw on the best  international experience, attracting all interested international  structures," the President noted. As the head of the republic pointed  out, moving to the parliamentary system of governance, Armenia should  rethink the state administration in the marzes, create new  legislative regulations and monitor their practical implementation.  "The heads of regional administrations have an important role to play  here, overcoming the role of an observer and mediator who conveys any  appeals and messages to the leaders of the communities from the  government, just a passive coordinator or only a local manager.
