ArmInfo.The Vienna meeting of the Foreign Ministers of Armenia and Azerbaijan Edward Nalbandian and Elmar Mammadyarov is likely to be crowned with the continuation of negotiations for the sake of negotiations. Such an opinion was expressed to ArmInfo by scientist of the Institute of Oriental Studies of the Russian Academy of Sciences, political scientist Alexander Skakov.
Armenian Foreign Minister Edward Nalbandian is in Vienna to attend a meeting of OSCE foreign ministers. The Armenian Minister will hold talks with his Azeri counterpart Elmar Mammadyarov, in the number of meetings with foreign colleagues and co-chairs of the OSCE Minsk Group. Following the last Nalbandian-Mammadyarov meeting in Brussels in July 2017, in October in Geneva, Sargsyan-Aliyev met.
The lack of progress in the negotiation process, according to Skakov, primarily due to the refusal of the parties to the conflict, in particular Baku, to make any compromises and concessions. Concessions on the part of Yerevan unilaterally will become an inevitable catalyst for the resumption of hostilities in the conflict zone.
"In my opinion, considering the lack of interest in implementing such a scenario both of the parties to the conflict and of the OSCE MG mediators, unilateral concessions, at least in the foreseeable future, are not possible," the political scientist believes. In this light, Skakov is convinced of the ineffectiveness of the meetings of the Foreign Ministers, considering them an initiative of the mediators of the OSCE Minsk Group called to demonstrate the existence and maintenance of the negotiation process.
The real situation, according to his estimates, is still far from discussions on reaching a settlement, since, regardless of the consensus of the mediators in the direction of working out ways of settlement, the situation is nevertheless dictated by the immediate parties to the conflict.
