Armenia simplifies the process of disability registration

ArmInfo. The Ministry of Labor and Social Affairs of Armenia and the international association DEAFSKILLS December 4, at a regular meeting of the National  Commission on Persons with Disabilities, signed a Memorandum of Understanding. The document aims to integrate people with hearing loss into society.

According to the Minister of Labor and Social Affairs Artem Asatryan,  within the framework of cooperation with the association, events will  be held in various formats, the purpose of which is to open new  opportunities for people with hearing impairment in Armenia, develop  their professional skills and provide them with employment, thus  providing them full integration into social life.

In addition, during the meeting of the National Commission, new  approaches and procedures for the passage of medical and social  expertise, as well as the provision of wheelchairs and hearing aids,  were discussed. As the minister noted, the process of providing  wheelchairs on the basis of the certificate was followed by the  formation of a competitive environment. Earlier, the state bought  wheelchairs and hearing aids and distributed them to people with  disabilities. Many of them were not satisfied with this system due to  the limited range of wheelchairs and hearing aids. However, by a  government decree of November 7, it was decided to switch to a system  that would allow the provision of equipment based on certificates.   Currently, about 9 rganizations already provide services and  certificates, which means the following:  citizens under the  certificate can purchase equipment and services convenient for them  in one of them.

According to Artem Asatryan, the process has already started and as  of December 4, 125 wheelchairs and 202 hearing aids have been  provided. For the current year, certificates will be granted for the  purchase of 1100 hearing aids and about 600 wheelchairs. 95 000 drams  are allocated for the purchase of a wheelchair, and 30 000 drams for  a hearing aid. If the patient wants to purchase more expensive  equipment, he will have to pay extra. If you choose a cheaper option,  the remaining funds will be provided with additional details to them  (for example, wheels, batteries and so on). Once in 3 years, people  with disabilities will receive a new certificate for the purchase of  a wheelchair, and once in 2 years - for the hearing aid.

In addition, it is planned to simplify the procedure for the passage  of medical and social expertise.  Previously, a person who made a  disability was forced to collect a huge bale of documents about the  state of health. Soon, according to the Deputy Minister of Labor and  Social Affairs of Armenia Smbat Sayyan, all the necessary  documentation will be collected from the e-health system. At the same  time, a so-called user map will be introduced - a document containing  information on the state of human health and the types and extent of  disruption of functions. This information in the document will be  brought by doctors from one of the medical centers. As reported by  Sayyan, the information on the liquidation of the third group of  disability is unreliable. Similar changes, according to the  representative of the Ministry of Labor, are not planned.
