The document emphasizes that the policy of Azerbaijan aimed at isolating Artsakh is a blatant violation of the right to development, which is enshrined in the UN Charter, the Universal Declaration of Human Rights, as well as in the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights rights. The right to development is an inalienable right of both individuals and peoples and includes: full sovereignty over natural resources; self-determination; population participation in development; equality of opportunity; creation of favorable conditions for the implementation of other civil, political, economic, social and cultural rights.
Referring to a number of norms of international law, the document emphasizes that the exercise of individual and collective rights and fundamental freedoms, including the realization of social and economic rights, should not depend on the status of the country of residence of people, therefore, the absence of international recognition can not affect the ability of the Republic of Artsakh to participate in international relations and carry out foreign economic activities.
The authorities of the Republic of Artsakh express readiness to cooperate with the UN member states to ensure stable and transparent economic activity in the republic. "In turn, the authorities of the Republic of Artsakh are doing everything possible to ensure that every citizen of the republic can fully enjoy all the rights and freedoms enshrined in the fundamental international documents, freely develop and realize their potential.
