Artsakh Ombudsman: The Azerbaijani "black list", in a way, limits the possibilities of Artsakh in development of various sectors supported by the internationally recognized specialists, many of whom, affected by the pressure of Baku just refuse from the arrival in Artsakh. Arstakh Ombudsman Ruben Melikyan stated this in a press conference.
However, he stressed that those who succumb to the pressure of Baku and do not go to Artsakh, pour water on the mill of Azerbaijan. Answering the question of ArmInfo correspondent about the situation with the arrest and extradition of blogger Alexander Lapshin to Azerbaijan due to his visit to Artsakh, the Ombudsman stated: "The violation of human rights is not the transfer of Lapshin, but the fact that he did not violate the law, that is, he did not commit crime but was arrested and extradited as a criminal for having expressed his opinion and attitude towards the Nagorno-Karabakh Republic."
Speaking about the situation in the conflict zone, the Ombudsman said that from May 1, 2016 until February 28, 2017, the Armenian side suffered 20 casualties due to the violation of the ceasefire regime by Azerbaijan. He also noted that during this time the enemy made 2 attempts of sabotage penetration and the village of Talish was raided.
