ArmInfo.Despite unwillingness of Azerbaijan, OSCE Minsk Group Co-Chairmen try to implement mechanisms of trust at the contact line, Sergey Minasyan, Deputy Director of Caucasus Institute expressed such an opinion in Yerevan on March 30.
The political expert is sure that the implementation of the given trust mechanisms will complicate Baku's opportunities in the future to go to adventures similar to April events of the previous year. " Moreover, Armenian President's last statement, made in Artsakh , shows that, in case of another aggravation at the conflict zone by Azerbaijan , the Armenian side aiming to deescalate of the situation will go for the bigger escalation", Minasyan noted.
Speaking about the visit of intermediaries to the region and spread statement regarding the results of the visit, the expert expressed confidence that it shows that they do not lose hope to implement Vienna and Petersburg agreements on setting trust mechanisms and extension of the office of Personal representative of the current OSCE Chairman. "Intermediaries understand that without implementing the given trust mechanisms the transition is impossible, as Mammedyarow always says, to substantive talks," the expert said.
With that, according to him there is no need to wait breakthrough during the negotiation process in foreseeable future. However, according to him, it is important that OSCE Minsk Group Co-Chairmen continue to make efforts on continuing the negotiation process.
Commenting on the so-called Lavrov plan on Karabakh issue settlement by the request of ArmInfo reporter, Minasyan said that there were no Lavrov plan, there was only an attempt of escalation of the situation at the conflict zone in April 2016. According to him, there was only modified Kazan document based on Madrid principles and supposing Karabakh position in substitution to unknown number of territories.
