And those people will never vote for any high evaluation of any external controllers, Sergey Markedonov, Russian Analytical expert, states his opinion.
On February 20, 2017 a Constitution referendum took place in Artsakh. The draft changes were supported by 87,6% of voters, with 9,7% against. The referendum was monitored by 104 observers from 30 countries of the world.
"And, as a result of the referendum mentioned, renaming the NKR as a Republic of Artsakh, is not a first priority question . The most important are the changes that will be made in respect to the authority entitites. Moreover, due to New Constitution the post of the Prime Minister is not set forth, and the Government will become an executive body, supporting the implementation of the President's responsibilities," Markedonov said.
Markedonov estimates the transitional provisions of NKR, according to which the president in the period of 2017-2020 will be elected by the parliament Constitution, as an option for Bako Sahakyan, the actual President, to keep his post occupied at least until 2020, and, as a President of "New Constitution", even until 2030.
"At that, the constitutional reforms in Armenia and NKR have different vectors. In the first case the improvement of vertical power takes place, and the strengthening of the parliament - in the second. Despite in the case of Armenia it looks like the attempt of ruling elite to extend their power responsibilities terms," the expert summarized.
