ArmInfo. I don't think that the Constitution referendum in Nagorno Karabakh will impact the settlement process. That was stated by Frank Engel, the head of Artsakh-European Parliament Friendship Group on February 21 in Stepanakert.
"Time after time NKR people holds electoral processes. But until now I see only one thing - Azerbaijan does not want to contact with Artsakh in any way except aggression. But this is not the way to solve the situation. It is highly desirable if Azerbaijan would stay off. But, anyway, I think that this referendum could not impact the settlement process in any way," European law maker stated.
In his turn, another member of the Friendship group, Yaromir Shtetina said, that Artsakh teaches its neighbors democracy lessons. " Think that the only way to solve the conflict is to decide, if Artsakh wants to be a part of Armenia or it wants to be a separate independent state. Because there is not a word about joining Azerbijan. I know the answer, and it is time for you to make your choice," he said.
Meanwhile, another participant of the press-conference, Eauropean parliament law maker Eleni Theoharus mentioned that everything depends on how this new Constitution will be implemented. "Maybe there will be an option to compare the implementation of the Constitution with that in Azerbaijan. And to see how the Constitution is being violated in Azerbaijan."
