ArmInfo. The Constitutional Referendum is aimed at the improvement of democratic values and principles in Nagorno Karabakh, Araik Harutyunyan, the Prime Minister of NKR, told journalists on February 20.
"Today, with this choice we made, we do demonstrate to the international community, that we have a state that rushes to constitutional reforms, having a goal to improve democratic values and principles," - Harutyunyan mentioned.
He advised also to get a deeper study of new Constitution , because the Presidential form of governing is not second to none in comparison with the Parliamentary form from the point of democracy. According to him, there are a difference between Armenian and NKR Constitutions: "From the position of Parliamentarism - the legislative body is given pretty large responsibilities." At the same time he stated that this model of administration was chosen proceeding from challenges that Artsakh faces now. Regarding the international critics in respect to the Referendum,
Harutyunyan stated that it is held first of all for NKR and its people, within the purpose of building up a more perfect country. Talking about the rehabilitation of Talish Community after the April War, Harutyunyan mentioned that the process of rehabilitation proceeds in its natural flow, without any hurry, because there are some problems of strategic kind.
To mention, as of 11 AM Local time 19475(or 18, 5%) voters have made their choice . The total number of population eligible to vote is 102757 (69%).
