ArmInfo. The Nagorno Karabakh Republic (NKR) National Assembly has approved the proposal on amnesty on the occasion of the 25th anniversary of proclamation of the Nagorno Karabakh Republic. This will be the 6th general pardon to be announced on the occasion of remarkable dates. The decision shall come into force upon the official publication.
On September 2, 1991, the joint session of the Nagorno Karabakh regional council and the Council of People's Deputies of Shahumyan region proclaimed the Nagorno Karabakh Republic (the Artsakh Republic). On 6 January 1992 the NKR Parliament adopted the Declaration on State Independence of the Nagorno Karabakh Republic.
On 10 December 1991, just a few days prior to the official collapse of the Soviet Union, Karabakh held a referendum in the presence of international observers. The overwhelming majority of the population (99.89 or 108615 people) voted for Karabakh's full independence from Azerbaijan. The NKR Parliament was elected on December 28.
